If individual is observed feeding from a sentient being through repeated bites and displays supernatural powers despite not being a wizard they should be detained, if it is safe to do so. If the individual escapes custody they may be executed.

Approved diagnostic methods include holy water, and sunlight exposure. Confirmed vampires should be detained if it is safe to do so. Otherwise they may be executed, so long as confirmatory testing was completed.
